So I found out that apparently the reason for the shutting down of the parking lot was due to protesters demonstrating starting at about 7:15 am.
They had taped it off (only one entrance/exit) and were apparently hindering people from entering.
Word got round and some people refused to move, so some were arrested.
The reasoning behind their protests were due to the C Lot being on a slave burial ground.
It doens't mention that anyone was harmed, but I guess the occurrence was recently after The Lumpkin's Slave Jail markers were placed in 17 locations in Shockoe Bottom.

Oh! this is a big topic in the river city, especially because of 2011 being the sesquicentennial of the civil war...i went to a town hall meeting about VCU/lumpkin issue last year. VERY poignant stuff.
